Skills required are PHP, AJAX and javascript plus others.

- How long such a website will take to complete?

It would take 10-20 days to complete but the site I showed in my pictures will take me 3 days to complete at most.

- What the cost would be for developing such a website and any ongoing costs?

If you are developing from scratch then it will cost you anywhere from 750-1250$ but I can do this in 200$ for the site in the pictures of entry 3.
