Spec is written for Flash.
Developer may implement in HTML 5.0 if desired.
Read attached specification for details.

Take attached PDF as base for appearance of wheel.

Site hosting wheel shall be provided by contestant for viewing for acceptance and judging purposes.

Based upon position of an inner and outer wheel relative to the northmost, or 12 'oclock position', display up to 4 pieces of text data in 4 separated, but fixed locations.

1. Each label of inside wheel may remain right-side up and readable as wheel is rotated is desired, but not required.

2. Each label of outside wheel shall remain static and not shift as wheel is rotated. For example a segment at the bottom of the wheel shall display upside down. The same segment will display right-side up when rotated to the top of the wheel.

3. Upon alignment of two selected inner/outer wheel properties (and both are in the 12 o'clock position) , the appropriate, matching content shall be display to the right side of the wheel on the stage, formatted as in a column (read only text dialog box). The matching content is for now to be configurable via static files reloaded on web server restart (or MySQL database as developer desires).

Example: Text 1 is aligned with text 13 and both are in the 12 o'clock position, this will result in answer '1' being displayed (developer fill column with non-sensical text pulled from a static file, or MySQL database).
Text 2 is aligned with text 13 and both are in the 12 o'clock position, this will result in answer '2' being displayed...
Text 12 is aligned with text 13 and both are in the 12 o'clock position, this will result in answer '12' being displayed...
Text 1 is aligned with text 14 and both are in the 12 o'clock position, this will result in answer '13' being displayed...
The concept is this: The context of location of the outer wheel relative to the 12 o'clock creates a context, the result of which is the two wheels have 144 combinations because the location of the outer rings top most entry matters.

- Rotation for both circles, inner and outer, not control-able CW and CCW, but it will choose itself the shortest path.

!!! shortest path is acceptable, in general we leave this open to the developer to artisitically create what they feel is the best animation. We have intentionally not specified how wheels will move, only that a perception of motion of some kind is present.

- Rotating the text in inner circle is doable (check: Test_2-1) but it's overlaping while rotates can not be controled, so I sugest we do it always rotated toward the center (Check: Test_1-2).

!!! the inner text always remaining upright is desirable, but not a requirement.

- Gradient color = No way to be as is in pdf you supplied, can be done as linear (Check: Test_2-1) for whole corcle at once. Otherwise only option left is loading image created in Photoshop.

!!!! Good point. Yes, we had hoped flash or HTML had a gradient capability. If not we will live with a background. In this case we would need the .psd file used to create the background as a configuration file, so we can create different color wheels on our own.
