The ability to manufacture large-scale objects using 3D printing has opened a range of new technical possibilities. Through this contest, the U.S. Department of Energy (DOE) is seeking to bring attention to these new technical possibilities while harnessing the creative power of the crowd to identify spaces where 3D printing can play a breakthrough role, which have not yet been identified. By sharing innovative new concepts, the manufacturing community at large may then develop potential game-changing technologies.

Every year, disasters put millions of Americans in danger and destroy billions of dollars worth of property. Hurricanes, earthquakes, wildfires, and other natural disasters are capable of rapidly destroying critical infrastructure, delaying aid and relief efforts. This infrastructure is not always large-scale, but includes smaller-scale (but equally critical) structural components like poles for telephone and power lines, communications towers, shielding for grid electronics, and more. The time needed to ship in replacements may act as choke points for government agencies tasked with disaster response.

Large-scale additive manufacturing has the potential for onsite manufacturing of critical infrastructure components (e.g. onsite 3D printing of poles to carry power lines) that could accelerate recovery times. DOE seeks concept designs for innovative and new uses of 3D printing for application to disaster response. Questions to consider include:

*What key bottlenecks could be addressed using onsite, large-scale 3D printing?
*Is the application cost-effective?
*How specifically would the innovation enhance federal, state, and local governments, and other organizations, in their ability to respond to natural disasters?

Submissions should include a two-page description of the application and rationale for the use of 3D printing, as well as a simple CAD drawing of the proposed design. Submissions do not have to strictly adhere to industry specifics, but proposals should consider large-scale to mean approximately 50' x 25' x 25' with a materials deposition rate of 1,000 lbs/hr.

Metrics of evaluation will include the potential impact of the concept, the degree to which it is a novel technology (e.g. can its function be filled by existing technology), and the feasibility of manufacturing a prototype.

Required Submission Materials
The submission must include:
A description of the concept, its proposed use, and justification for why 3D printing is an advantageous approach vis-à-vis traditional techniques. Maximum four pages.
A technical drawing and/or computer-aided design showing the specifications for the concept.

Evaluation Criteria

Innovative Concept (40/100 points): The degree to which the proposed concept does not currently exist and/or meets an existing need where no other viable solutions are available.

Impact (40/100 points): The amount of impact a technology solution could have on meeting challenges, creating economic impact, providing new solutions to critical problems if it existed as an off-the-shelf capability.

Feasibility (20/100 points): While proposals do not have to strictly adhere to technical specifics of existing large-scale 3D printers, general constraints should be observed that would allow a prototype to be developed with minimal changes to design. These general constraints include:

      Intellectual Property developed during the course of the contest:
      "Each winning Entrant agrees to assign to DOE the entire right, title, and interest throughout the world in and to each Subject Invention. Each winning Entrant agrees to disclose each Subject Invention to DOE in the form of a written report that provides sufficient technical detail to convey a clear understanding, to the extent known at the time of the disclosure, of the nature, purpose, operation, and physical, chemical, biological, or electrical characteristics of the Subject Invention.

    The proposal mentions "existing large-scale 3D printers" and that this should roughly adhere to some specifics of them, some specifics of the printer are supplied, such as build volume, however, there is not enough information to entirely know the specifics of design to my liking, would they be able to point to existing printers that the contest would be using? Or to a concept design that the printing contest is based around? or any other information about the printers would be welcome.

    To follow up on that, the proposal also says "proposals do not have to strictly adhere" how much variation would be allowed to be made to the printing mechanisms? This would probably also lead to needing some follow up details knowing the answer to the previous.
