Turning a set of PDF drawings into a fully-defined SolidWorks assembly is squarely my kind of CAD work, and the word "fully-defined" is the one that matters, so let me answer to it. A model that looks right but is under-defined - parts that move when you drag them, mates that are not fully constrained - is not manufacturing-ready, because the moment someone edits it, it shifts. So each of your 11 to 50 parts gets modelled fully defined (every sketch and feature constrained), and the assembly properly mated so it is rigid and unambiguous, which is what makes it trustworthy for manufacture. The important step before modelling is reading the PDF drawings carefully: dimensions, tolerances, materials and any GD&T, and flagging anything ambiguous or contradictory in the drawings rather than guessing - because a PDF set often has small conflicts, and a fully-defined model built on a wrong assumption is confidently wrong. So I would query those with you rather than silently pick one. Delivered as the native SolidWorks parts and assembly plus, if useful, a STEP export, with the parts organised sensibly so the assembly is maintainable rather than a flat pile of bodies. CAD and SolidWorks are part of my stack. Can you share the PDF set, and do you need it modelled purely to the drawings, or should it also be checked for fit and interference as an assembly?
