Denial of rights to education is a developmental issue facing the girl child in many Third World countries. Global statistics indicate that about 44 million girls worldwide remain out of school, whereas Africa is lagging behind other regions of the world in female enrolment ratios and female literacy. It is estimated that illiteracy rates are over 60 per cent for women in Africa, according World Bank Report on Girls and School in sub-Saharan Africa (From Analysis to Action, 1996).
International treaties such as the United Nations Convention on the Rights of the Child (1989) and national legislations and policies, have sought to provide protection from violence and empower girls to assert themselves in education. Right and access to education is guaranteed by the 1992 Constitution of Ghana, the Children’s Act, and the Education Service Act (2008) Education for All Declaration for all guarantee the mobilization of resources to meet basic learning needs. For instance, the Education Act mandates the District Assemblies and District Oversight Committee to ensure that school infrastructure and other facilities are provided within its jurisdiction. Lack of adequate infrastructure therefore constitutes violation against girls in schools.
In spite of all these conscious efforts, girls in Ghana continue to encounter barriers to their quest to develop. It is reported that in 2015, Ghana missed out the parity target of the ration 1, under the Millennium Development Goals (MDGs). A number of key factors have been identified. First, inadequate facilities in schools, especially at primary level, have not been addressed according to a 2008 report from the Ministry of Education on school infrastructure. The lack of separate toilets for girls results in absenteeism and still remains a challenge to girls’ education. The report reveals that 48% out of the 13,247 primary schools have access to toilet facilities in Ghana.
Project objectives
The purpose of the project is to improve access to basic education for the girl child through supporting the enrolment and retention of girls missing out of schools in Kete Krachi fishing district.
The project is aimed at achieving the following objectives:
i. To improve capacities in 7 rural communities to effectively respond to issues of girl child education.
ii. To reduce the number of girls not attending school in 7 rural communities by supporting 200 girls with logistics to enrol or continue their schooling.
4.2 Project Intended Results
The expected results of the interventions have been summarized as follows:
i. People in 7 rural communities will become more aware on the need to enrol girls into schools.
ii. Management structures of 12 rural schools will be enhanced to effectively handle issues of girl child education.
iii. Comprehensive data on number of girls not attending school gathered in 7 villages gathered.
iv. 200 out-of-school girls will be supported to enrol into schools in 7 communities.
