You ignored my warning about your request before so maybe you'll pay attention to this one: scripts to import Hotmail and AOL contacts are extremely painful and may stop working at any point due to regular revision changes in how those services work. I wrote a hack that would import my Hotmail contacts about a year ago, but got tired of updating it because MSN keeps changing the cookie and view structure for the contact structure. Your budget is too low for me to do this for you, but I'll do it for $500.
