We are a development company with more than 10 years experience, working mostly with Hungarian and US customers based in Budapest, Hungary.
We just finished a similar eBay-related project here on freelancer.com, so I can assign you the developer most familiar with the eBay interface for 20 with the following approach:
1. We prepare a statement of work (SoW) for the tasks you have outlined. For that, we will need some clarifications regarding the functions (e.g. the GUI for entering competitors' SKUs, polling error handling, etc.). We can do it either before or after the bid is accepted, in frame of an 1-hour Skype call.
2. On the basis of the SoW reviewed by you, we will write and test the code, either in our own development environment or yours, to be defined in SoW.
3. We will hand over the program that you will be able to test on your own. Acceptance test criteria should not include anything beyond the SoW (we can be flexible of course for cosmetic modification, but this is the basic principle). We are suggesting another 1-hour Skype call with the developer at this point.
4. The software will be documented according to industry standards and we will gladly adapt to your requirements regarding CVS and other coding practices you may have.
5. We warrant for the quality and copyright status of our work.
