Performance Rating Site

I would like a website created to do about 3 simple things: 1. Randomly display a list of service providers on a webpage - the page should be divided into squares or a table with each square or cell containing an Ad Image from the provider, and below that the providers star rating. 2. Allow persons who has used a service provider through our service to rate the providers performance via a star rating system. 3. Allow for comments to be made by the client and response by the service provider. The system could be similar to Ebay, Freelancer or Amazon rating system ... I know that you can get an off the shelf system to do this, and i don't have a problem with this approach as long as its customized to my specifications.
