Drupal / Joomla community portal site

Hello, I'm looking to start work on phase 1 of a 2 or 3 phase project to design a community portal website. The site will provide homepages to around 500 community organisations for which i will provide the basic contact details. Each organisation will be given administrator priveleges to choose content from a central data bank that i will provide. This databank will include text files (articles) as well as audio and video files to view in an embedded video module such as youtube. There should also be an mp3 player and picture gallery. These organisations can also upload their own files which can be made available to the central databank. There will also be a newsletter subscription and local forums as well as site-wide forums. Phase 1 will include setting up all the modules/extensions needed for the site and getting the basic functionality in place. Phase 2 will involve uploading the db of organisations and theming the site. I would prefer a DRUPAL site but will consider joomla also. ***** IMPORTANT ***** TO BID FOR THIS PROJECT PLEASE PM ME WITH YOUR IDEAS OF THE MODULES/EXTENSIONS YOU WOULD USE AND THE BASIC ARCHITECTURE OF THE SITE.
