High-resolution construction site billboard design for large-format printing

I am looking for a professional graphic designer to prepare a construction site billboard/signboard for large-format printing. The final printed size will be 150 cm × 200 cm, so the file must be prepared at a professional print-ready resolution. I already have an existing billboard layout/model that I would like to use as a reference. The general design, structure, colors, and information layout should be maintained, but the final file must be technically suitable for high-quality printing. The main requirements are: The final billboard must be suitable for large-format printing at 150 cm × 200 cm. All text must be vector-based, sharp and fully legible. Icons, lines, tables, logos and graphic elements should preferably be vector-based. The file must be delivered in a format that is editable in Adobe Photoshop. I need a layered file, preferably PSD, with organized layers. I also need a final print-ready PDF. The images/renders included in the billboard must be improved, regenerated, upscaled or recreated in a resolution suitable for large-format printing. The final result must not look pixelated, blurry or low-resolution when printed. The layout should remain close to the reference model I will provide. The design must look professional, clean, modern and suitable for a construction company. I will provide: the current billboard model; the daytime render/photo; the nighttime render/photo; the logo; all text and construction site information. Please apply only if you have experience with large-format print design, vector text/layout, Photoshop layered files, and image upscaling or render enhancement for print. The final delivery should include: editable PSD file; print-ready PDF in real size, 150 cm × 200 cm; high-resolution JPG or TIFF preview; fonts used or outlined text version.
