Hello. Your requirements are quite hard to achieve. The 25 USD per unit is a bit low, but it mainly depends on the required device quantity. And the 20 days battery life is depend on update frequency. I have huge experience with the 4G LTE communication and sensor fusion. PM me for details, I have a few question.
