Backend for Kiosk App (Android)

I have a kiosk android app that i purchased from codecanyon. I am looking for an android app programmer to modify it. I need the app to connect to a backend (which you will create), in order to confirm that the subscription is still active, in order for the app to continue to run and be operational.
This is how the workflow will be:
Initial Install of Kiosk App ->
1. User starts app.
2. App will ask for license key to activate. (license key is provided by me/company from the backend using an automated assigned key generator).
3. User enters license key, app gets activated, and backend sends the app subscription end date to the app, which stores in the app. Once that date passes, the app deactivates and will ask for activation for a new subscription.
Backend (you will provide):
I prefer wordpress but php is also welcome.
1. Website backend should able to hold all subscription information by account#
2. Backend should be able to communicate with app to provide subscription information to activate.
