I have made a similar project in the past: a camera which recognizes license plates and depending on their permission levels in the Database, can open or close a car gate. I also have extensive previous experience with app and web development, so combining the two skills will be trivial. As this project will be my first project on Freelancer, ill do it for a cheap price. Noam.
