Get my App on GoodBarber published on IOS and Android

I have designed an App for my local area as a guide on Good Barber that I want to be able to add locations etc. too - I have managed to do the design but my Apple ID is not being accepted in the App Developer programme and I don't know where to go from here. I can provide the log-in details - the app is not selling anything just directing people as to what is available in our area and what's happening. I would be happy to pay someone to publish this for me so that I can then update it as and when I need to.
