Signal App hosted in our own cloud server with additional features

We are looking for an exceptional individual or team who have skill sets in Java, app development ( mainly in android ) and communication app creations to create a chat app based on the already existing signal app code.
We would like to have additional features added:
* New design features such as change of name, design colour and theme.
* Admin interface for a super user to login and administrate all users who are registered to use the app. able to send a broadcast message to all registered users.
* Set-up the Signal app in our cloud platform.
* Only people who are invited should be able to use the app
* Documentation and walk-through of all the code and steps once finished.
