I looked at what you posted, I will build the ASP.NET Core app with a FileSystemWatcher on your network folder, SQL Server import, and a column-level diff report by date and site. New, missing, and changed rows viewable on the page and exportable to Excel/CSV. First-version-wins for duplicates. I will debounce the watcher so it does not read a file still being written to the share. That is the most common silent failure in folder-monitoring setups.
