back end scripts for site

I have a site that was created with Front Page. I am adding a newsletter, and have the front end form and a member log in section on the page. I need a database to be created that will allow for authorized member log ins. I also need the newsletter to submit emails to a different email database that I can send monthly newsletters to. I can do some of the work if told what I need to do, but don\\\'t have enough knowledge of setting up databases. I have a non Windows/non ASP server, but do have mySQL available from my Web host if that means anything. I would like this done in the next week or two if possible, but it\\\'s not vital. As it is a start up site, my budget is very limited.
