Mixed foundation under a three floor multi unit 1800 colonial

I have a client with a foundation that is in pretty rough shape. While myself and the others are able to plan and undergo this work we would most definitely need a structural engineers blessing on this one.
We are looking to not actually raise the entire home (if possible) to do any of the repairs. It would greatly complicate things for the homeowner.
The main carrying beam seems to be about the only part of the home that is still sitting in the original location. Both sides of the home seemed to have settled close to 3" on either side and I can see what looks to be a broken rafter in the truss likely due to stress.
The interior brickwork does look like some of the joists were placed on the wall for support but nearly all brick is turning into dust.
Still in the planning and estimating phase
In addition we will need to excavate a portion that had not been done in the past that consists of silt (mostly). Easy enough. We have done this with mini excavators and conveyors. Likely why the pier supports sank into the ground and then put in a 4" slab if possible. This part does not need to be structural.
We were also considering pinning and or sandwiching the old foundation in but we would prefer the optimal solution
