Business Analyst for Specification Development involing civil engg data processing

We work with customers to help them in analysis of civil engineering data collected from the field for pavement condition analysis

We would like to develop a data processing system that can process and format data in specific ways and provide an end result in format we want. this needs to be eventually processed in to PDF report. the current process is manual and involves use of large datasets in excel files which are cumbersome to deal with.

we are looking for business analyst who can help us develop a detailed business specification and help in product development

someone with civil background especially in roads would fit very well, however anyone with conceptual understanding should be able to catch up quickly.

Past experience in working with large data sets and excel files would be helpful.
