I need a bass utility that will raise the volume for 0 to 30 and 30 to 100 hertz frequencies, even for sound cards that don't have a treble/bass control.
The end user will see only a dialog that says "bass enhancement on".
It should run from the command-line, and use an INI file to hold the value for the degree of bass enhancement - in percent. 100 percent will be the volume with no enhancement, and 200 percent will be double that.
You'll need two lines in the INI file, for example:
Don't worry about the scale too much. The final values will be based on testing that will be done after you complete the job.
The enhancement has to be applied to the default sound card, and must work with the 'digital stream' sample-by-sample, not the actual output. The point to that is to avoid distortion. A digital stream can be altered any way you like without distorting the sound, but once it gets to the sound card's DAC, it cannot be altered without adding some distortion.
I don't care what programming language is used, so long as it works on a PC.
