This project is for a graphic equlaizer with only five bands
0 to 30 hertz
31 to 60 hertz
61 to 125 hertz
126 to 250 hertz
251 to 500 hertz
I do not need any high-frequency controls for this.
You can change any of ranges of the four bands, except the lowest one.
It needs to be capable of running invisibly in the background, and to be
invoked from the command line, loading a preset.
Example of Syntax:

It can apply it's effects to whatever sound is playing while it's
running, or just one specified player. The player will be in the same
directory - nice and simple. I have no preference here, so you can do
whatever's easier for you.
It will apply it's effects to wave/mp3 only. No need for exotic codecs.
It must be able to save presets by adjusting the sliders, and then
pressing a 'SAVE' button.
You only need to create one preset as a sample.
The main interface must be a resource.
The program should not be compressed.
I am not concerned with programming language. Any one will do.
Platform is Windows.
It needs to have an about button, which, when pressed, says "Copyright,
