mini application camera motion detect (Intel® IPP)

Need to be used:

VB.net, OpenCV, Intel® IPP

We need a mini application done in "VB.net" and it have to use "OpenCV" with "DirectShow" and "M-JPEG2000" and because of performance should use "Intel® IPP". Software needs to detect vehicle on the road, main problem is the shadows and reflection from the road but that could be solved with image filtering. mini application should work with camera (webcam for testing) and with video. Basicly its a motion detect aplication. More details available in private after you decide to bid on this project.
