Development of a Family Network Management Tool Based on OpenWrt

I am a parent with four children. To better manage their daily time and schedules, especially their use of the internet, I am seeking a network engineer or developer to create a network management tool based on OpenWrt for me. For cost-effectiveness, I would like to know whether this tool can be implemented based on second-hand Linksys or Asus brand routers, or using Raspberry Pi, or if it is necessary to use an industrial computer to deploy this tool. The main functionalities of the tool are as follows:
Creation of four separate Wi-Fi accounts, each requiring authentication upon connecting to the network.
Parents can set a daily internet usage duration for each account. The default setting is 1 hour per day, but parents can adjust it.
When an account reaches the daily internet usage limit, the tool will automatically disconnect the network connection for the account until the next day when the counter resets.
A clean and easy-to-use management interface is provided for parents to elegantly access via WeChat, monitor the internet usage of each account in real time, and adjust the duration.
The tool will use iptables and ts to automatically set the daily internet usage duration in the background, and limit the internet speed to 0kb/s once the limit is reached, with daily updates. I expect you to accomplish this task using shell scripts, and I would like you to comment on the code in detail so I understand the functionality of each part.
