Need Small C# (web form) chat system

we need small C# chat system. may be signalR or any thing similar.
this should work like website chat so user can do chat with Employee.
Following simple functions
1. User can click one button n start chat.
2. he can choose department and will be connected to any employee (who is online) from that department.
3. Employee can assign chat to some other employee.
4. at one time only one employee will chat with customer.
5. all chat history must be stored in DB.
we already have user n employee table only chat related work needed to be done. no login or nothing else is required
