I'd write it in Python (tkinter for the GUI) so you get a single .exe, no install needed. Logic: load your BNF codes from the text file, loop through each, call the OpenPrescribing spending_by_org endpoint with a direct HTTP request (no browser involved), save each CSV as {code}.csv in your chosen folder.
