I have a design of VANET application protocol, which has some messages definitions (using 802.11p WSM and IP/TCP in addition to LTE IP/TCP) and logic rules for RSU, vehicles and LTE eNode bases, including V2V and V2I communications. It is expected to use NS-3 (that has native WAVE and LTE libs) and plot evaluations charts. Omnet++ with Veins and Simulte frameworks, integrated with SUMO can be considered, if they are adequate and can perform the same work.
There will be some information caching on vehicles/RSUs. It's required to have few different simulations scenarios (highway and city/grid) with few metrics analysis.
