htmlizer needed for a quick job Html, jquery, css expert

Need a quick job completed, within 10 hours from awarding, its pretty urgent. I have a psd that is a form, and a html that has the functionality done, i want you to html the psd and apply all the form work on it, the form has a counter text on 2 places , the first one needs to be 70 the second on 50, right now the counter goes from 50 to 0 and then goes in minus, i want the user not be able to put in text for then the desired characters, right now it goes in minus. Rest of the functionality same for the form [login to view URL] is the file ill provider a psd for, the form is already attached.
