convert chart to svg and add hover effect

Hi, I am looking for someone to convert the attached into svg. The text needs to be editable html, only the shapes should be svg. I am looking for the effect like this - enlarge on hover. [login to view URL] I would also like the pop up like in the photo but without the design - just the white box with the arrow pointing to section and black h2 centre-aligned horizontally and vertically with the same word as in the section. Each section should have its own pop up so I can edit and add my descriptions later.
