County exports like this usually have a property type or land use code buried in there somewhere, and that's what I'd use to separate vacant lots from houses. I'd also compare your separate vacant land list against that to make sure the matching logic actually lines up with how the county coded things. Once that's confirmed, I'll pull the vacant delinquent properties into a clean spreadsheet, sorted and labeled so anyone can open it and read it without needing Access at all. This kind of county data cleanup is pretty familiar territory, the ascii-to-readable-list part is usually the easy half once the matching rule is solid. One thing that could change my approach is whether some properties have partial land, like a house plus an extra vacant lot on one record.
