The goal being that we have a calculator created in Excel with supporting formula/tables.
There are a few ways to do this;
1) Manually write down population and value data (there are probably about 50 permutations)
- This is probably easier for many lower tech users
2) Read data sources and generate a formula

I need this done today; i foresee it taking a few hours of work only for competent users.
The ideal scenario is that we have % increases; however it could also just be listing all permutations and having a lookup function.
