Selectable text is good news, it means no OCR and no guessing. The interesting phrase in your brief is each logical field in its own column, because that is where a straight copy falls down. Copying text out of a PDF gives you reading order, not fields. A label and its value that sit side by side visually often come out as two separate lines, so a naive paste puts the label in one row and the value in the next, and the sheet ends up as one long column that has to be reassembled by hand afterwards. Multi-column page layouts make it worse, the text comes out interleaved between the columns. So I pull the text with its position on the page rather than as a flat stream, pair each label with the value that sits next to it, and build the columns from that. It takes slightly longer to set up and it removes the manual reassembly entirely. I would rather turn this around in a day or two properly than drag it out.
