Are queries mostly user-drawn polygons or repeated regions that can be cached? I suggest using GiST indexes with ST_Subdivide on large polygons because it reduces scan load and speeds queries. I also suggest precomputing tiles or hex bins (H3) because it gives near-instant counts for repeated queries.
