UIDAI restricts live eKYC and Aadhaar authentication API access to registered AUA/KUA entities, a licensing process that runs through the government and takes months, not something a desktop build can plug into no matter the budget. So the useful version of this project is a WPF app that validates Aadhaar numbers locally against the Verhoeff checksum on the twelfth digit, catches typos and fakes before they ever get stored, and keeps whatever data you do hold encrypted at rest with AES rather than sitting in plain SQLite. I'd build it as a clean data entry screen backed by a local encrypted store, add/edit/search on the records you're capturing, checksum validation on entry with a clear rejection message rather than a silent failure, and an export path if you need one later. WPF keeps it native and fast on Windows without dragging in a web stack you don't need for a single-user desktop tool. M1: Verhoeff validation engine, AES-encrypted local data layer, and core data model wired end to end, 12800 INR, 3 days. M2: WPF UI, entry/search/edit screens, export, and polish, 19200 INR, 3 days. M1 is the part that has to be right, so it gets built and working under the hood first, meaning the UI in M2 goes on top of real validated data instead of a mockup.
