.Net bulk import of SKYP-E contacts

Need you to make a .Net or other simple solution that bulk imports at least 3.000 contacts into Skyp-e, so I can call these contacts using Skype Out. The solution *cannot* be CSV import since such contacts do not appear into Skyp-es list of contacts. Solution could either be Windows 8.2 (.net) or something else that can be installed on wiondows and then import the list. IMPORTANT Please write why you are the right programmer for this job as well as what you have done before that is related to this.
