Photo Mosaic Middleware for events

I'm seeking a skilled developer to create a photo mosaic middleware for the photo booth industry, specifically tailored for Windows. This application should be able to transform guest-captured images into an evolving mosaic that forms a larger target image during live events. The complete project description is provided in the attached PDF. Ideal Skills and Experience: - Proficiency in Windows application development (C#, .NET) - Experience in using image processing software. - Prior work with webhooks integration. Please note, this project does not involve the AI system itself, rather it will utilize an existing AI image generation engine. Important notice: this is an initial RFP that is part of a project feasibility study to evaluate the required final budget and time scope of the project. Estimated start of the project: June/July '25. Please also note that we will evaluate only offers from developers that have actually read the RFP document/attachment. In order to prove such read, please start your reply/offer with the word 'READ'. We will also reject offers that after some Q&A's will change the value of the offer by more than 20%. We will also reject offers that offer unrealistically short execution times!
