Hey yes we can easily do this. We can download all the photos and upload the one by one to google photos using their API and record the raw URL it gives for that photo. And write the new google photos URL mapping to the old URL in excel sheet. We can easily automate the process of uploading and mapping the new URLs using python and google's APIs. There after we can easily use find and replace algorithm on the website to update old URLs with new ones. Let me know if you are interseted.
