Recreate master from low resolution jpeg

We have a jpeg of the original artwork that is about 66dpi. The image is used to create a 2 inch x 3 inch cloth patch. We'd like a master that is 600dpi. This is commercial art, almost like a line drawing that has been colorized. It may be possible to trace the jpeg that we have. It is an original artwork, not machine drawn. This is on one-time project.
