Stepper Motor and PIC design

I am looking for someone to design and specify or design and build components for a c programmable stepper motor control system. The requirements are: 1. 4 button Input. 2. Small but powerful stepper motor equivalent nm of a mini drill/driver on low torque. 3. Programmable chip in C. (No program required on delivery or with design) 4. All parts UK sourceable. 5. Provide schematics for self build or build and ship. Please indicate weather you will be designing the system or designing and building the prototype.
