straight answer first, because it should decide whether you read the rest: i design the programme, i do not staff your pool deck. if what you need is people on site running sessions, i am the wrong bid and you should hire locally. if you need the programme those people run, that is what i do. that distinction is usually worth more than it sounds. most resort activity programmes live in one enthusiastic person's head, and when that person leaves at the end of a season the whole thing collapses and gets rebuilt from nothing. a documented programme makes your staff interchangeable. what i would build: age-banded blocks for children, teens and adults that can run at the same time without competing for the same water, run sheets a seasonal hire can follow on day one without training, equipment lists, wet-weather alternates, and a scoring or format sheet per competition so it plays the same way every time. on scheduling, adults want early and late slots, children peak mid-morning and after lunch, and programming against that is most of why attendance succeeds or fails. i would build it modular so your daily, weekly and weekends-only options are subsets of one document rather than three. one line i will not blur: whoever watches the water is a certified lifeguard, and that is never the activity host. the programme will say so. how many guests on a typical day, and is there a lifeguard on duty already?
