Optimization Program needed Genetic Algorithm and C#

I need an optimization program. I have 2000 cotton bale and I need to blend them optimum.

I have 4 criteria for blending. (Strength, color vs..)

I need to select blending group count at start screen. (70 bale each group or 75 bale each group etc..)

I can provide sample excel sheet if needed..
