Point 4 is what usually decides if these survive a real billing run. The Cloud API won't tell you "delivered" in the send response — you get a message ID, and delivered/read/failed land later on a webhook. So I'd build a small Python service: reads the sheet row by row, sends the template with the PDF or banner attached, stores the message ID against the row in MySQL, and a webhook listener updates status. Export then dumps the log back to .xlsx with Meta's actual error reason, not just "failed". Rate limits and the 24-hour window get handled in the send queue so a 2,000-row run doesn't get throttled. Nearest thing I've done: a Hostaway API workflow that caught confirmed bookings, filled a PDF and mailed it out, and a headless Linux Python job pulling files, writing to MySQL and firing off notifications. Same moving parts. One thing I want to pin down — you tagged Visual Basic and Excel, but ask for Python/Node. Should your team click a button inside the workbook, or is running a script against a saved .xlsx fine? It changes how I package Phase 1. The code here is the easy half. The part that decides whether this ships on time is Meta, and it is worth knowing before anyone starts. Bills and promotions are two different template categories on the official API. Bills are utility, promotions are marketing. Both go through Meta review before a single message can be sent, and marketing templates get rejected for wording that reads as promotional inside a utility category, cost more per conversation, and carry per user frequency caps. So the templates want drafting and submitting on day one, in parallel with the build, or the build finishes and sits waiting for approval. Two more that bite in the first week. A billing PDF cannot be attached from disk.. it has to be uploaded to Meta first for a media ID, or served from a public URL, and the ID expires. And every number has to be E.164 with country code, otherwise the send fails quietly as not a WhatsApp user and your log says delivered to nobody. Build: Python, reads your sheet as a Table, one row per customer, fills the template parameters from columns, sends via the Cloud API, and writes status back per row from the delivery webhooks so the Excel is the log. Pause and resume per row from day one, which sets Phase 2 up cleanly. One question.. do you already have a WhatsApp Business Account with a verified number, or does that need setting up? Phase 1 is a script that reads your Excel sheet, sends each row through the official WhatsApp Cloud API, and writes the result back next to that row: sent, delivered, read, or the exact error code. That last column is usually what decides whether the team trusts the tool. How I would build it: - Python, one folder, one config file. Template names and the Excel field mapping live there, so adding a template later does not need me. - Billing PDFs and promo banners go as real media attachments, with links clickable inside the template body. - Delivery statuses arrive on the webhook and export back into Excel on demand, so the log is always yours. - Setup documentation written for your team, not for a developer. One thing worth settling before the build: templates for bills and promotions have to be approved inside your Meta Business account, and Meta takes a day or two on that. If they are not submitted yet, I can write the exact template text first so that wait runs in parallel with the code. I would start with a small proof on your data: three rows, one template, one test number, statuses written back into the sheet. If that behaves the way you expect, the rest gets built on top of it.
