Flash HTML5 Animation of Static Image

I have a logo I would like to animate for my website home page. I would ideally prefer it designed in HTML5 if possible. I do not need any logo design, I have this already, there a few components such as making it appear to be a neon sign an example is this business's logo shortysbarbershop.com. This is not my website but gives an example of an idea in this project to give my logo a neon light appearance, I also would like to have a couple of other items animated on the logo.

I would like to get a quick turnaround and committed to being available for approving the stages. Given so many "designers" on this website, around the World, I would like to ensure we are both seeing the same results and can discuss it briefly by messaging before approving the bid. I need creative impute for the best outcome, not just taking the direction given.

One or two examples of similar work from your portfolio would be helpful with the decision.
