Flash splash interactive page

Project requires actionscript programmer, someone that can "move and shake" with flash. The design must be visualy appealing.
The client would like to model the splash page similar to [url removed, login to view]

The logo on the main page needs to be incorporated, I would like the flag to wave, logo can be converted to vector to reduce final file size, however the clarity and detail will need to be intact.
The client is a company that provides services to African-americans. This is our target audience so if images are used, they need to be african-americans.
The client is selling "dynasty bands" which can be researched on the tambiko society site, I would like this incorporated into the splash design as well.
A "welcome" body of copy can be lorem ipsum, as this will be updated by myself at a later time. All fonts must be standard PC fonts, and not broken down, must be editable. Must provide .fla file.
This project will pay up to $75 with the possibility of working on other projects for R-B-D.
