Flash Bitmap Distortion

I need a Flash EXPERT that can help us on a difficult project. We are willing to pay US rates for this, but you must be able to get it done. The most important aspect will be a bitmap image manipulator. We will need many tools to manipulate bitmaps. One such tool will allow users to skew or distor the bitmap. To see an example of what needs to be done, please use Photoshop as a reference. In Photoshop, select an area of an image, choose Edit, Transform, Perspective. We want to be able to use a similar perspective tool on an uploaded bitmap. The tool would be used on the entire movie clip, not a portion like in Photoshop. Imagine uploading a jpg of a red circle. (see [login to view URL] attached)Then choosing the perspective tool you would build, the user would be able to manipulate the circle so that the top is thinner than the bottom. (See attachment [login to view URL]). This will be the most difficult part of an approx 3 - 4 month project. This tool will need to work on dynamically loaded jpgs only - not VECTOR art. If you feel like you can not get this done, do not apply. We may ask for a sample swf (not fla) to make sure you can get this done before we start.
