Developer needed for creating application for infrastructure based on ArcGis Pro

Hello!
My name is Dor Avrahami, I’m project manager at RIS,
A leading company in Israel for infrastructure consulting and mapping.
We want to develop a tool for ArcGis Pro, this tool will link and sync between the water network entities: pipes, water meters, main valves and hydrants, and will output as a selected layer or other way of output, the required.
For example:
The tool will be able to find the connections between pipe that is defined (selected) as broken/ need a replacement etc. and the other entities. The tool will show which control valves need to be close in order to cut the water supply in the pipe and will output the all the customers (water meter) which will suffer from water break.
ESRI have some tools with the options to isolate the control valves. The use of this is to quickly identify the valves that need to be closed in order to handle a malfunction / pipe explosion, etc. We want to develop similar tool, but that will standalone and will be simple to operate.
We are looking for a developer who can build us this tool
Some things that are important to us in this work:
1. This tool should be operated on its own, with no additional installations. only the developed tool.
2. The tool will need to work in ArcGis Pro environment.
3. Required:
A detailed explanation of how the tool you developed works for us, including comments within the code.
4. Required:
The tool you have developed for us will be open source, so that we can accommodate for our future needs.
