I would like to find someone with the right chops to interact with the Yandex Maps API to return to me x,y coordinates (and any other relevant data returned by the API, like match score, OKATO location code, spelling corrected name, etc.) for a list of approximately 7082 items. The majority are city (or village or town) names and state (oblast or krai) names.

If I understood well, you need coordinates of about 7000 places from Russian map and to spell it correctly using microphone... But the price is not real to produce it by human only. I think.
