Homepage Background - One Image

Hello, this is a specific concept and has a very rough mock up which you can use as an aide. The end image should be a stylish life-like cartoon and be very polished. This is to be used as the background image for a website homepage.
Work should include:
- adapting a landscape photo to a cartoon style
- adapting a one or two photos of people to a cartoon style
Attached is the landscape photo. The people are to be put in the foreground.
What I'll send to you:
- the landscape photo
- photo(s) of the people
- rough mock up of end design
