I need a membership site built

I am looking for a simple BUT attractive membership website. This website will be a football predictions site. What the website needs is; 1) A homepage that all visitors can read. This homepage will allow me to add and remove and change text from the admin panel. I do not know html so all text must be changed easily in the admin panel. 2) A registration form for visitor. If they join and choose not to pay, they are free members. Paid members may choose to pay to my Neteller, Moneybookers and Paypal accounts. 3) Once a member pays, he may access a second page which is where I will fill in my football predictions daily. Again, I do not know html so all text must be changed easily in the admin panel. FREE MEMBERS MAY NOT ACCESS THIS SECOND PAGE WITH THE PREDICTIONS. 4) In the admin panel I also need to see all members nicknames and email addresses, free and paid. 5) In the admin panel I must also be able to select whether to email all members OR just paid members. 6) Lastly, and this is very important, the moment a person sends a payment, they become an active member. If they do not send a payment the following month, they become a free member (which means they cannot access the predictions page and will not receive emails I send to paid members). 7) The website must be google friendly and you must add the meta-tags to it. 8) You must put the website on my hosting and online. I am looking for a cheap cost, preferably not over 100 USD as the website is very basic. Thanks.
