UX/UI research/requirements for a higher educational website redevelopment

We are working on a project to redevelop a higher education website in the UK. As part of best practice, we want an expert/experts to evaluate the UX/UI of the website and produce a requirements document for the website developers to incorporate into their build.
This is an urgent requirement so we'd be looking for an agency/freelancer who would be able to begin the project ASAP.
A brief has been attached to explain the requirements.

- The deadline to respond will be Friday 4th December (this is a very tight deadline)
- Please include recent UX/UI work examples in your response
- There is a quote template in the attached brief, please can you complete with ballpark figures*
* I appreciate it may not be possible to give an exact figure without further examination of the website/Analytics etc. Shortlisted agencies/freelancers will be given more information following the signing of a non-disclosure agreement so that they can produce a more accurate quote.
