I have examined your attached file and can easily provide you with a step format file suitable for manufacture. I have over 20 years of CAD experience and have taught CAD for 14 years. I am an expert user of Unigraphics NX, Catia V5, Pro Engineer and Rhinoceros. Let me add that I believe it is important that whoever you choose to preform this work remodels the part. A simple conversion of the obj file to a step or parasolid file will not provide a satisfactory result.
